can you explain what the users need it for (examples)?

Are you thinking about some kind of software like the old Microsoft Access, where people can create custom databases and tables and then have a GUI to generate entry forms and reports?

And then you come and tell "something like filemaker" ? Can you define the "something" perhaps more detailed?

You say people need apples or pears and when I ask for details you say they need a fruit shop.
Get back to me when you have a feature list that is realistic and can be put to reality in less than 5 man-years.
